“支援中西部地区招生协作计划”实施效果研究——基于输出省份优质高校录取率分析 被引量:2

摘要 本研究利用2011—2017年支援中西部地区协作计划输出省“211工程”院校的实际招生数据,从高校、教育部门和考生家长三个层面对影响录取率的因素进行作用机理探究,以分析协作计划对输出省份优质高校录取率的影响。研究发现,协作计划实施没有影响到输出省份对本省的“本地化”招生倾向,并且其对输入省优质高校录取率略有提高,但有轻微挤占到其他输出省的录取率。研究表明,适当增加当地教育投入,有利于高考录取率的提高,且教育投入回报率在高等教育资源相对缺乏的输入省更高。同时,考生意愿通过经济距离和地理距离在本研究中得以体现。协作计划的实施,在提高高等教育资源相对缺乏省份的优质高校录取率有一定成效,利于教育公平的实现。 Using the actual enrollment data of the“211 Project”college participating in the collaborative plan in 2011-2017,we explore the mechanism of the factors affecting the admission rate from three levels:colleges,education departments and candidates,and study the influence of collaboration plans for high-quality college admission rates.The study found that the implementation of the collaborative plan did not affect the“localization”enrollment tendency;and the admission rate of high-quality colleges increased slightly in output province,but there was a slight“crowding out”of admission rates to other output provinces;Moreover,studies have shown that an increase in local education investment is conducive to the increase in the admission rate,and the return on investment in education is higher in the provinces where the education resources are relatively scarce.At the same time,the willingness of candidates is reflected by the economic distance and geographical distance.The implementation of the collaborative plan has a certain effect in improving the admission rate in provinces with scarce educational resource,and is beneficial to the realization of education equity.
