科普发展综合评价方法研究

研究的科普事业发展综合评价方法,由于原始数据的空间、时间维度数量变化幅度较大,指标间存在级差,为满足综合评价结果稳定,同时具备地区、时间比较的功能,对比研究综合评价计算方案,最终确定将基期的地区均值作为去量纲标杆数,对原始数据除去量纲标杆数,获得发展指数指数的三步法测算方式.通过此种方式,将去量纲与计算发展速度一并完成.方法简便稳定,符合国内科普发展的实际情况,是一种较好的社会发展综合评价计算方法.

This paper studies the comprehensive evaluation method of the development of popular science,due to the space of raw data,The number of time dimensions varies greatly,and there is a level difference between the indicators.In order to meet the stability of the comprehensive evaluation results,it also has the function of regional comparison,time comparison,and comparative evaluation comprehensive evaluation calculation scheme.Finalize the regional average of the base period as the demarcation benchmark.The number o’f benchmarks is removed from the original data,and the three-step method for calculating the exponential index is obtained.In this way,the dimension and calculation speed are completed together.The method is simple and stable,and is in line with the actual situation of domestic science development.It is a better comprehensive evaluation method for social development.
