摘要
以绿色"一带一路"的顶层设计为研究背景,通过构建"一带一路"沿线国家的生态创新绩效和低碳发展效率两大指标,以"丝绸之路经济带"32国为样本,测算绿色"一带一路"沿线各国的生态创新分数和低碳发展效率指数。得出结论:(1)"一带一路"国家生态创新的整体水平偏低但部分国家具有引领作用;(2)低碳发展主要依托技术效率,规模效率既是低碳发展的阻碍又是助推器。并结合定量分析结论提出进一步深化绿色"一带一路"生态创新水平、发展绿色低碳经济的建议。
Taking the top-level design of the green"belt and road"as the research background,by constructing the two indicators of the ecological innovation performance and low carbon development efficiency of the countries along the"belt and road",taking the 32 countries of the"Silk Road Economic Belt"as the samples,we calculated the ecological innovation scores and low carbon development efficiency index of each country along the green "belt and road",and drew the conclusion:(1)The overall level of national ecological innovation along the"belt and road"is low,but some countries play a leading role;(2)Low-carbon development mainly depends on technological efficiency,and scale efficiency is both an obstacle and a booster to low- carbon development.Combined with the quantitative analysis conclusion,we put forward some proposals to further deepen the green"belt and road" ecological innovation level and develop green low carbon economy.
