洛阳市自主创新能力评价研究

Research on Evaluation of Independent Innovation Ability of Luoyang City

创新是引领发展的第一动力,实施创新驱动发展战略的根本在于增强自主创新能力。本论文在构建适应中原城市群建设要求的河南省省辖城市自主创新能力评价指标体系的基础上,对河南省各省辖城市的自主创新能力进行比较和评价,以客观认识洛阳市自主创新能力的实际相对水平,分析洛阳市自主创新能力的不足之处,提出对策建议,为政府有关部门科学制定自主创新政策、加快自主创新体系建设,提供理论依据和技术支撑。

Innovation is the first driving force leading regional development.Based on the evaluation index system of Henan urban agglomeration's independent innovation ability,this paper compares and evaluates the independent innovation ability of cities in Henan province,and understands the actual relative level of independent innovation ability in Luoyang City objectively,then analyze the deficiencies of independent innovation ability in Luoyang City.Finally,this paper put forward countermeasures and suggestions for formulating independent innovation policy to accelerating the construction of independent innovation system in Luoyang City.
