摘要
PPP是近些年我国基础设施项目广泛采用的融资建造模式。PPP模式解决了政府财政资金紧张的问题,并通过引入私人资本提高了公共基础设施项目的建造效率。然而,由于PPP模式风险管理十分复杂,导致若干PPP项目失败。基于文献分析法,遴选了18个PPP项目风险因子,构建了三层次的PPP项目风险指标体系。并采用因子频数确定权重的方法对传统的层次分析法进行了改进,解决了传统权重确定方法中主观性强等缺点。
PPP is a financing construction mode widely used for China's infrastructure projects in recent years.The PPP mode solves the problem of government financial shortage and increases the construction efficiency of public infrastructure projects by introducing private capital.However,due to the complexity of PPP mode risk management,several PPP projects failed.Based on the documentation analysis,18 PPP project risk factors is selected and a three-level PPP project risk index system is constructed.The method of determining the weight by using factor frequency is used to improve the traditional analytic hierarchy process,which solves the shortcomings of the traditional weight determination method such as strong subjectivity.
