改革开放四十年来粤港澳高等教育合作的回顾与前瞻

Retrospect and Prospect of Higher Education Cooperation between Guangdong, Hong Kong and Macao in the Past 40 Years of Reform and Opening up

由于地缘相近、经济相依、文化相通,粤港澳地区高等教育的交流与合作从未间断。改革开放以来,粤港澳高等教育合作历经以人才培养为抓手的初步探索阶段、以政策保障为动力的广泛发展阶段和以机制创新为抓手的深化拓展阶段。不过,粤港澳高等教育合作仍面临国家政策缺失、价值观念分歧、管理体制差异的障碍。基于建设粤港澳大湾区的现实背景,未来需要考虑在高等教育政策制度和体制机制上有所突破,比如建立粤港澳高等教育特区、设立粤港澳高等教育协作委员会、探索多层次合作平台。

Due to the close geographical proximity, economic dependence and cultural connectivity, the exchanges and cooperation in higher education in Guangdong, Hong Kong and Macao have never stopped. Since the reform and opening up, Guangdong, Hong Kong and Macao’s higher education cooperation has experienced the initial exploration stage of talent cultivation, the extensive development stage driven by policy guarantee, and the deepening development stage with mechanism innovation as the starting point. However, Guangdong, Hong Kong and Macao’s higher education cooperation still faces obstacles to the lack of national policies, differences in values, and differences in management systems. Based on the realistic background of the construction of the Guangdong-Hong Kong-Macao Greater Bay, the future needs to consider breakthroughs in the higher education policy system and institutional mechanisms, such as the establishment of the Guangdong, Hong Kong and Macao Higher Education Special Zone, the establishment of the Guangdong, Hong Kong and Macao Higher Education Cooperation Committee, and the exploration of a multi-level cooperation platform.
