“三线一单”在我国空间规划体系中的定位浅析

Analysis on the positioning of “Three Lines and One List” in the spatial planning system of China

过去我国的空间规划体系缺乏顶层设计,不同部门编制的规划缺乏协调,已经不能适应国土空间管制的需要。党的十八大以来,我国将空间规划体系和国土开发与保护制度作为生态文明制度体系建设的重要内容,当前的重点是在主体功能区制度的基础上探索编制国土空间规划、推进市县“多规合一”,同时建立统一的空间基础信息平台。生态保护红线、环境质量底线、资源利用上线和环境准入清单(简称“三线一单”)作为环境治理体系建设的重要内容,是近年来生态环境管理部门大力推进的一项重点工作。根据国家空间规划体系建设要求,认为“三线一单”近期应成为主体功能区规划的补充和延伸,中期应成为“多规合一”的重要平台,远期应成为国土开发与保护制度的重要组成部分。

China ’s spatial planning system lacks top-level design,and each department has its own way,which can no longer meet the needs of space control in the new era.Now the central government has taken the spatial planning system as an important part of the ecological civilization system.At present,the focus is to explore the territorial spatial planning,to promote the “Multi Plans Integration” on city and county level,and to establish a unified spatial information platform.On the other hand,the Ministry of Ecology and Environment is advancing the Ecological Redline,Environmental Quality Baseline,Resource Utilization Limit Line and Environmental Access List (Three Lines & One List )in the whole country and take it as an important part of the environmental governance system.According to the spatial planning system which is under construction,In the near future,“Three Lines and One List” should be the supplement and extension of the planning of major function oriented zoning,and in the medium term it should become an important platform for “Multi Plans Integration”,and in the long run it should become an integral part of the land development and protection system.
