从“江西民政长事件”看民初的政治生态——兼论民初共和政治失败的原因

Viewing the Political Ecology of Early Republic of China from “the Incident of Jiangxi Minister of Civil Affairs”

良好的政治生态是一个国家政治清明、社会有序的根本保证。从“江西民政长事件”看,民国初年由于政治参与爆炸,各派政治势力均缺乏制度意识和规则意识,再加上传统政治文化和政治习性的影响,导致民国初年政治生态日益恶化。政治生态的恶化,不仅助长了投机腐败的社会风气,还使得政治过程变得紊乱,政治制度和政治观念衰败,进而使得民初共和政治的尝试走向失败。

A sound political ecology is a fundamental guarantee of capable politics and stable societies.“The incident of Jiangxi minister of civil affairs”shows that,due to an explosion of political involvement,different political forces failed to abide by the institutions and the rules. Apart from that,the old-fashioned political culture and behaviors also led to the deterioration of the political ecology in early Republic of China. Such kind of deterioration not only fueled corruption and speculation,but also disordered the political process and decayed political system and ideas,thus leading up to a failure of the attempt to forge republican politics in early Republic of China.
