规模养猪场户的清洁生产行为及作用机制分析

Study on Clean Production Behavior and its Mechanism of Pig Farms

规模养猪场户开展清洁生产是解决生猪产业发展与环境污染矛盾的有效途径。本文从概念与内涵、内容与作用以及对策建议等方面研究了规模养猪场户清洁生产行为的基本问题。规模养猪场户清洁生产行为涵盖源头预防、过程控制和末端治理等3个阶段,包含基础设施清洁化、投入品清洁化、环境清洁化、饲喂清洁化、资源化利用和无害化处理等6个关键行为;规模养猪场户清洁生产行为的基础是环保意识,关键是全过程管理,理想目标是环境友好,形成过程具有动态性。基于山东省的实地调查数据,规模养猪场户在源头预防、过程控制和末端治理3个阶段的清洁生产行为均存在漏洞,为促进规模养猪场户实施清洁生产行为,应增强意识、提高能力、加强协调和监管。

Clean production is an effective way to solve the contradiction between the development of pig breeding industry and environmental pollution.This paper studies the basic problems of clean production behavior of large-scale pig farmers from the aspects of concept and connotation,content and function,and countermeasures.In this paper,the clean production behavior of pig farms includes three stages including source prevention,process control and end management and six key sub-behaviors including clean infrastructure,clean inputs,clean farm environment,clean feeding operation,reclamation and non-hazardous treatment.Clean production behavior is based on environmental awareness,its key is process management,the target is pro-environmental,and the forming process is dynamics.Based on the field survey data of Shandong province,the clean production behaviors of pig farmers have loopholes in the three stages of source prevention,process control and end treatment.To improve the clean production behavior,the pig farms should enhance consciousness,improve their ability,strengthen coordination and supervision.
