公共卫生与预防医学在健康中国建设中的引领作用

公共卫生与预防医学在推动人类发展过程中起到了重要作用。随着社会经济的发展以及疾病谱、环境因素、生活方式、健康观念的改变,预防日益受到重视。《“健康中国”2030规划纲要》明确将“预防为主、关口前移,推行健康生活方式,减少疾病发生,促进资源下沉,实现可负担、可持续发展”作为重要内容,强调了“预防为主”工作方针的极端重要性。在践行健康中国战略中,只有坚持探索具有时代特色覆盖全民的公共卫生体系,强化疾病预防控制体系在维护人民健康中的主体作用,强化各级政府的公共卫生管理职责,以改革创新为动力,促进公共卫生与临床医学的深度融合,不断提升公共卫生能力,强化宣传,才能真正贯彻预防为主的卫生与健康工作方针,发挥公共卫生与预防医学在健康中国建设中的引领作用,全面提升全人群和全生命周期的健康水平。

Public health and preventive medicine have played an important role in advancing human development.With the development of social economy and the change of disease spectrum,environmental factors,lifestyle and health idea,prevention has been paid more and more attention by the society at large.The“Healthy China 2030 Planning Outline”clearly defines“prevention as the mainstay,moving forward,promoting healthy lifestyles,reducing disease occurrence,promoting resource sinking,and achieving affordable and sustainable development”as an important part,and emphasize the extreme importance of the“prevention-oriented”work approach.This paper believes that in the implementation of the healthy China strategy,only by persisting in exploring the public health system with the characteristics of the times and covering the whole people,strengthening the main role of disease prevention and control system in safeguarding people's health,strengthening the public health management responsibilities of governments at all levels,and promoting the deep integration of public health and clinical medicine with the impetus of reform and innovation,continuously improving public health capacity,and strengthening publicity,can truly implement the prevention and health-oriented guidelines,and play the leading role of public health and preventive medicine in the construction of healthy China and comprehensively improve the health level of the whole population and the whole life cycle.
