天津融资租赁业支持农业发展对策研究

Research on the Countermeasures of Tianjin Financial Lease Industry to Support the Agricultural Development

立足于天津市的区位优势和政策优势,研究其融资租赁业如何为农业融资提供有效地支撑,并缓解农业融资的困境,有助于促进新时代农业现代化建设工作。对融资租赁支持农业发展进行研究:通过对天津融资租赁业支持农业情况进行SWOT分析,得出天津融资租赁业支持农业发展的四种战略组合,即:SO、WO、ST、WT战略组合,为避免人为评价指标量化判断时存在模糊性与不确定性,运用TFN-ANP(三角模糊数网络分析法)分析各影响因素的权重,建立TFN-ANP-SWOT模型,提出天津融资租赁业服务农业发展的对策建议。研究结果表明:天津市融资租赁业支持农业发展需完善相关法律法规,政府大力支持涉农融资租赁业务,拓展涉农融资租赁业务模式,为融资租赁企业提供多元化融资渠道和建设国家租赁创新示范区。

Based on the location and policy advantages of Tianjin, the study of how to support agricultural financing for Tianjin finance lease industry can alleviate the difficulties of agricultural financing and promote the modernization of agriculture in the new era. This paper studied the financing lease to support agricultural development. Based on SWOT analysis of the agricultural development supported by Tianjin financial lease industry, this paper obtained four strategic combinations of Tianjin financial lease industry supporting the development of agricultural, namely the strategic combinations of SO,WO,ST and WT. In order to avoid the fuzziness and uncertainty in the quantitative judgment of human evaluation index, the paper uses TFN-ANP (triangular fuzzy number network analysis method) to analyze the weight of each influencing factor, establishes the model of TFN-ANP-SWOT, and put forward countermeasures and suggestions for Tianjin financial lease industry to serve the development of agricultural. The results show that the countermeasures for Tianjin financial lease industry to support the development of agricultural are as follows: the improvement of relevant laws and regulations, strongly supporting the agriculture-related financial lease business by the government, expanding the business model of agriculture-related financial lease, provide diversified financing channels for financial lease enterprises and the construction of national leasing innovation demonstration zone.
