基于共享发展理念的社会扶贫机制研究

Research on Social Poverty Alleviation Mechanism Based on Shared Development Concept

共享发展理念是新时代创新性的理论成果,用于指导社会扶贫具有重要的理论意义。在扶贫开发进入攻坚阶段以及“2020年后扶贫”即将到来之际,探索建立共享发展理念下的社会扶贫机制是提升扶贫质量、拓展扶贫模式的重要内容。基于主体、目标、内容、方式及引导机制等角度对社会扶贫参与机制进行深入分析,相比传统扶贫模式,发现其在多维扶贫和可持续扶贫领域更具优势,但也存在缺乏有效监督和后续管理、依附性强、稳定性低、连续性不足等问题。据此,提出完善社会扶贫主体管理制度,实现各主体间交互式合作参与,构建市场化公平竞争机制,强化社会扶贫激励机制,构建多维扶贫开发体系等对策建议;而基于共享发展念的社会扶贫也将成为今后扶贫开发的重要研究领域。

Sharing the concept of development is the theoretical result of innovation in the new era, to guide the social poverty alleviation has important theoretical significance. At the critical stage of poverty alleviation and development and the coming of “poverty alleviation after 2020”, exploring the establishment of social poverty alleviation mechanism under the concept of shared development is an important part to improve the quality of poverty alleviation and expanding the poverty alleviation model. Conducting an in-depth analysis of the social poverty alleviation participation mechanism based on the subjects, goals, content, methods, and guiding mechanisms. Comparing with the traditional poverty alleviation development model, we found that it has more advantages in multidimensional poverty alleviation and sustainable poverty alleviation. However, there are also problems such as lack of effective supervision and followup management, strong dependence on social organizations, low stability, and lack of continuity. According to this article, it proposes to improve the management system of social organizations and realize the interactive cooperation of social organizations. Building market-based fair competition mechanisms, strengthen incentive mechanisms for poverty alleviation in society, and construct countermeasures and suggestions such as multi-dimensional poverty alleviation and development systems. Social poverty alleviation based on the concept of shared development will become an important research field for poverty alleviation and development in the future.
