区域协调发展中地方政府间横向合作的评价指标体系构建

Construction of Evaluation Index System for Horizontal Cooperation among Local Governments in Regional Coordinated Development

地方政府间横向合作水平对于区域协调发展至关重要。构建地方政府间横向合作指标体系是促进区域可持续协调发展的必然选择。通过文献研究、质性访谈和德尔菲法构建政府间横向合作的评价指标体系的各级指标,以指标重要性赋值、满分比和变异系数作为指标筛选条件,应用层次分析法确定了各指标权重系数,形成了政策制度、目标协调、利益协调、信息沟通和社会文化5个一级评价指标,以及12个二级指标和35个三级指标的政府横向合作的评价指标体系,为区域协调发展中地方政府横向合作提供可行的切入点。地方政府间横向合作评价指标研究结果表明,政策制度、利益协调和信息沟通应成为当前地方政府间横向合作的工作重点。

The level of horizontal cooperation among local governments is crucial to the coordinated development of the region.Constructing the index system of horizontal cooperation among local governments is the inevitable choice to promote the sustainable and coordinated development of the region.Through literature research,qualitative interview and Delphi method,we construct the evaluation index system of intergovernmental horizontal cooperation at all levels,and take the index importance assignment,the full score ratio and the coefficient of variation as the criteria for screening.The analytic hierarchy process(AHP)is used to determine the weight coefficient of each index,which forms five first-level evaluation indexes:policy system,goal coordination,interest coordination,information communication and social culture.The evaluation index system of government horizontal cooperation with 12 secondary indicators and 35 tertiary indicators provides a feasible entry point for the horizontal cooperation of local governments in the coordinated development of the region.The evaluation index of horizontal cooperation among local governments shows that policy system,interest coordination and information communication should be the focus of horizontal cooperation among local governments at present.
