发挥桥头堡作用,加快“一带一路”沿线电子口岸互联互通

Give Full Play to the Bridgehead Role and Accelerate the Interconnection along “the Belt and Road Initiative” Electronic Ports

面对“一带一路”沿线国家单一窗口发展水平差异大、协调难度大以及经贸合作情势多变等问题,为实现“一带一路”沿线电子口岸的互联互通,应以亚太示范电子口岸网络(APMEN)为抓手,逐步向“一带一路”沿线国家复制推广电子口岸互联互通的经验,采取“支点撬动、重点突破、点面结合”的方式,并根据不同经济圈的特点“因圈施策、分段出击”,以灵活渐进的双边合作推动整体协同的多边合作,促进多层次多领域多方位的区域互联互通。

Facing the problems of large difference in the development level of“the belt and road initiative”countries’single window,great difficulty in coordination and changeable economic and trade cooperation situation,in order to realize the interconnection of“the belt and road initiative”electronic ports,the Asia-Pacific Model Electronic Port Network(APMEN)should be taken as the starting point,and the experience of the interconnection of electronic ports should be gradually replicated and promoted to“the belt and road initiative”countries,adopting the method of“fulcrum leverage,key breakthrough and point-to-surface combination”.And according to the characteristics of different economic circles“to implement policies according to different circles and to attack in different sections”,the overall coordinated multilateral cooperation will be promoted through flexible and gradual bilateral cooperation,and the regional connectivity at various levels and in various fields will be promoted.
