摘要
“新医改”以来公立医院体制机制改革的各相关政府政策性文件均提到改革公立医院补偿机制,并进一步明确政府卫生投入边界、提出加大政府对公立医院投入力度,但由于缺乏量化考核指标、财政实力薄弱等原因导致政府对公立医院政策性补偿不到位,最终严重制约公立医院“维护公益性、调动积极性、保障可持续”运行新机制的构建。本文研究政策补偿与直接补偿的含义;探索建立与财力、工作量等权责匹配的财政对卫生的转移支付机制。
All relevant government policy documents on the reform of the institutional mechanism of public hospitals since the "New Medical Reform" have referred to the reform of the compensation mechanism for public hospitals, further clarified the boundaries of government health investment, and proposed to increase the government's investment in public hospitals. However, due to the lack of quantitative assessment indicators and the weak financial strength, the government's policy compensation for public hospitals was not in place, which eventually severely restricted the construction of a new mechanism for the operation of public hospitals that "maintains public welfare, mobilizes enthusiasm, and guarantees sustainability". This study analyzes the meaning of policy compensation and direct compensation. We will explore ways to establish financial and health transfer payment mechanisms that match financial resources, workload and other responsibilities.
