改革开放40周年县域科技体制改革的经验与推广——基于浙江省新昌县的实证分析

Experience and Promotion of County Science and Technology System Reform ——Empirical Analysis Based on Xinchang, Zhejiang Province

2014年,浙江省新昌县被确立为科技体制综合改革试点县,该县先行先试,走出了一条创新驱动发展,深化科技体制改革的“新昌路径”。在改革开放40周年之际,总结新昌县科技体制改革的路径,既是对先前经验进行的一次提炼,也是对之后实践进行的有益探索和展望,旨在使创新体制机制更富活力,区域创新体系更加健全,创新驱动作用更加显著。

Xinchang has become a pilot county for comprehensive science and technology system reform in 2014.It has endeavored to solve problems,and formed a"Xinchang Path"for innovation-driven development and science and technology system reform.Taking advantage of the 70th anniversary of our motherland and the 40th anniversary of the reform and opening,the author summarizes the path of the system reform of science and technology in Xinchang,generalizes the previous experience,and explores and prospects the subsequent practices in order to make a more vigorous innovation system,a more sound regional innovation system,and a more significant innovation driving function.
