协调各阶级阶层利益的有效机制——略论陕甘宁边区“三三制”政权中的协商民主

An Effective Mechanism for Coordinating the Interests of all Classes: a Brief Discussion on the Deliberative Democracy in the “Three-Three System” Regime in the Shaanxi-Gansu-Ningxia Border Region

陕甘宁边区的“三三制”政权是中国共产党在延安时期推进马克思主义中国化伟大历程中正确处理各阶级阶层关系的产物。在“三三制”政权中,中国共产党广泛实施以票决民主为基础,同时广泛应用协商民主的形式,有力促进了边区民主政治的建设,积累了丰富的经验,形成了优良的传统。在选举和参议会提案以及行政工作中都采取协商民主和票决民主相结合的民主形式,切实保障了各阶级阶层的利益,巩固了抗日民族统一战线,其为边区的巩固与发展,为抗日战争的全面胜利作出了重大的贡献,也对当前社会主义民主政治建设具有重要的借鉴与启示。

The“three-three system”regime in Shaanxi-Gansu-Ningxia Border Region was the product of correctly handling the relations between various classes and strata in the great course of the Sinicization of Marxism during the Yan′an period of the CCP.In the“three-three system”regime,the CCP had widely implemented the form of democracy based on the vote,and widely applied the form of deliberative democracy,which effectively promoted the democratic political construction in the border area,had accumulated rich experience and formed an excellent tradition.In the elections and the proposals for the Senate and the administrative work,the border areas adopt a democratic form combining deliberative democracy and vote for democracy.This effectively guarantees the democratic rights of the people of all classes and strata in the border areas and consolidates the anti-Japanese national united front,and has made a major contribution to the border areas′consolidation,development,and the overall victory of the War of Resistance Against Japan,which is also of great reference and enlightenment for today′s socialist democratic political construction.
