我国精神卫生机构软实力评估指标体系构建研究

Research on the Construction of Soft Power Evaluation Index System in Mental Health Hospital in China

目的:构建精神卫生机构软实力评估指标体系,提高精神卫生机构的可持续发展能力和竞争力。方法:以文献边界法确定精神卫生机构软实力的各项指标,分别邀请22名和30名精神卫生领域专家及管理者进行2轮次的专家咨询,以德尔菲法和层次分析法对三级指标体系的权重进行分析与确定。结果:2轮咨询专家参与的积极系数均为100%,专家权威程度分别为0.81、0.79,专家协调程度分别为0.754、0.792。克朗巴赫系数在精神卫生机构软实力指标体系的内部一致性评价信度高。最终构建包括3个一级指标、10个二级指标和39个三级指标的精神卫生机构软实力指标体系,其中文化维度是核心指标。结论:三层次指标体系构建严谨性较高,精神卫生机构要加强文化维度中的吸引力和凝聚力指标的建设,增强人才吸引和培育能力。相关指标要最终转化为可操作体系,形成精神卫生机构软实力评价量表。

Objective:To construct the soft power evaluation index system of mental health institutions and improve the sustainable development ability and competitiveness of mental health institutions.Methods:The indexes of soft power of mental health institutions were determined by document boundary method,22 and 30 experts and managers in the field of psychiatry were invited for two rounds of expert consultation respectively,and the weight of the three-level index system was analyzed and determined by Delphi method and analytic hierarchy process.Results:The active coefficient was 100%,the degree of expert authority was 0.81 and 0.79,the degree of expert coordination and critical value of indexes were 0.754 and 0.792.The Cronbach coefficient was highly reliable in evaluating the internal consistency of the soft power index system of mental health institutions.The index system of mental health hospital included 3 first-level indicators,10 second-level indicators and 39 third-level indicators.Conclusion:The threelevel indicators are rigorous.Mental health institutions should strengthen the construction of the indicators of attraction and cohesion in the cultural dimension,and strengthen the ability of attracting and cultivating talents.Also,relevant indicators should eventually be converted into an operable system to form a soft power evaluation scale for mental health institutions.
