基于大学章程的独立办学医学院校附属医院管理状况调查

Investigation on the Management of Affiliated Hospitals of Independent Medical College Based on University Statutes

目的:研究分析医学院校对附属医院的管理及存在的问题,为促进医学院校与附属医院协调发展提供思路。方法:选取47所独立办学医学院校章程文本进行文本内容分析,对文本中附属医院相关内容进行研究。结果:47所院校章程均涉及附属医院,部分院校章程对附属医院的定位、职能、管理主体、管理权限、权利义务等作出了规定,但详略不一。结论:独立办学医学院缺乏附属医院管理体系及制度;政府部门层面的附属医院管理的宏观协调机制不健全;医学院校对附属医院的管理权限和范围不够明确;医学院校与附属医院的权利与义务不均衡。

Objective:To study and analyze the management and shortcomings of affiliated hospitals of medical college,and to provide ideas for promoting the coordinated development of medical colleges and affiliated hospitals.Methods:The content of 47 status of independent medical colleges and universities was selected to be analyzed,and the related contents of affiliated hospitals in the text were studied.Results:The contents of affiliated hospitals were involved in the statutes of 47 sample colleges and universities,and some medical schools made provisions on the orientation,function,management subject,management authority and rights and obligations of the affiliated hospitals,but the detail were different.Conclusion:There was a lack of affiliated hospital management system in medical colleges and universities.The macroscopic coordination mechanism of affiliated hospital management at the level of government departments was not perfect.The management authority and scope of medical school proofreading affiliated hospitals was not clear.The rights and obligations of medical colleges and affiliated hospitals were not balanced.
