新中国成立以来江苏城镇化和城乡规划的回顾与展望

Review and Prospect of Urbanization and Urban-Rural Planning in Jiangsu Province Since the Foundation of the People’s Republic of China

1949 年以来,中国城镇化快速发展,取得了举世瞩目的成绩。城乡规划作为涵盖城乡聚落的空间规划,在中国城镇化发展、城市与乡村人居环境改善方面起到了重要的引领作用。江苏作为中国沿海经济发达的省份之一,人多地少、城镇密集,在城镇化快速嬗变中积极与国际规划接轨,并不断结合江苏实际进行创新与探索,积累了丰富的规划实践经验,为探索中国特色的城乡规划建设经验做出了一定的贡献。文章以江苏为例,结合不同阶段城镇化特征,在对江苏 70 年以来代表性城乡规划进行梳理的基础上,将江苏城乡规划划分为 5 个发展阶段,并对每个阶段的规划特点和空间成效进行总结,提炼出江苏城乡规划的特征和经验,以期为新时期中国构建国土空间规划体系提供支撑,也为其他地区提供一定的借鉴和参考。

China has experienced fast urbanization and made remarkable achievements since 1949. Urban rural planning has played a leading role in improving the environment of urban and rural settlements. Jiangsu is a developed coastal province with dense population and cities. It has learned experience from overseas and made planning practice that contributes to characteristic Chinese urban rural development. The paper reviews the urban rural planning development in the past 70 years, concludes five phases with different characters and achievements. The experience of Jiangsu urban planning provides a support for the establishment of national land use and spatial planning system in the new era, and also a reference for other provinces.
