摘要
在新时代城市国土空间规划和城镇化绿色转型的双重语境下,生态保护红线划定及管控成为城乡生态空间保护的重要手段,然而由于生态保护红线规划的技术方法及管控手段不足,部分城市生态保护红线范围内的城乡生态空间普遍存在着系统连接性欠缺、格局破碎等问题,导致其生态效应削弱甚至骤减。因此,有必要探讨建构生态保护红线效应评价的技术方法,用以评估生态保护红线的规划方案及实施效果。文章以生态网络连接度的相关理论为研究前提,通过分析生态网络连接度与生态保护红线效应之间的内在关联,构建生态保护红线效应的评价方法体系,并以此对湖北武穴市生态保护红线效应进行量化评价和问题总结,提出对应性的空间解决方案和具有普适性意义的城市生态保护红线优化策略。
In the dual context of national land use and spatial planning and green urban development, delimitation and governance of ecological red line has become an important approach to preserve urban rural ecological space. Now that technical approaches of ecological red line planning are immature, problems such as low connectivity and fragmented layout of ecological spaces have weakened the ecological qualities. An evaluation technique is necessary to assess the ecological red line effects in planning and implementation. Based on relevant theories of ecological network connectivity, the papers analyzes the correlation between ecological connectivity and red line effects, establishes an evaluation system, and practices the approach in the case of Wuxue . It makes quantitative evaluations to concludes problems, and then puts forwards an spatial solution proposal and universal strategies for the improvement of urban ecological red line.
