在生态文明建设背景下,中央提出建立以国家公园为主体的自然保护地体系,这意味着我国自然保护地体系建设进入了全面革新的发展阶段。文章梳理了我国自然保护地体系建设的三阶段探索历程,从体系格局、管理机制和经营模式 3个层面深入剖析我国自然保护地体系建设的现实困境及产生原因,以推进自然资源治理能力现代化为目标,从重构自然保护地体系、重塑自然资源治理逻辑、创新全民共享机制和加快保障体系建设 4 个方面提出具体的重构路径。

As the central government announced the establishment of natural reserve system dominated by national parks, China’s natural reserve construction has entered a new stage. The paper reviews the three phases of natural reserve construction, and analyzes the problems and underlying reasons from system, management, and operation. With modernized natural resource governance as the development vision, the paper puts forwards reconstruction suggestions: rebuilding natural reserve system, rebuilding natural resource governance logic, innovation of public sharing, acceleration of insurance system.
