摘要
特许经营是一种兼顾自然资源保护与高效利用的特殊商业行为,随着我国提出建设国家公园体系,特许经营制度的健全与完善成为当务之急。文章通过分析我国国家公园特许经营管理存在的问题,借鉴美国国家公园特许经营制度经验,提出我国国家公园特许经营管理完善的建议与策略:我国国家公园应从强化地方国家公园管理局职能、规范特许经营程序、建立定期审查制度及加强特许经营民生导向等方面完善特许经营制度。
Franchising is a special commercial behavior that takes into account the protection and ef ficient use of natural resources. With the proposal of building a national park system in China, the improvement and perfection of the franchising system has become a top priority. This paper reveals the problems in the franchise management of national parks in China, learns experience from the United States, and proposes strategies for the improvement of franchise management. The study argues that China's national parks should improve the franchise system by strengthening the functions of the local national park administration, standardizing the franchise procedures, establishing a periodic review system, and strengthening the people's livelihood orientation of franchising. The American experience provides a positive guidance to the construction of China’s national park management system.
