摘要 高校政府采购正处于高速发展时期,然而建立有效的高校政府采购绩效评价体系却依然处在探索与建设阶段.在这一评价体系中主要存在着"五轻"的问题.通过层次分析法,从经济效益、采购后续影响效益、制度完善程度3方面入手,建立高校政府采购绩效评价体系.该体系包含内部相互作用因素,以及外部环境影响反馈制度.利用采购绩效评价体系能够更好地把握高校政府采购的发展,为教学科研提供优质服务保障. University government procurement is in a period of rapid development, but the establishment of an effective performance evaluation system of such procurement is still in the stage of exploration and construction, and in this evaluation system, there are mainly “Five light” problems. Through the analytic hierarchy process, the performance evaluation system of university government procurement is established from three following aspects: the economic benefits, the follow-up effect of procurement and the degree of system perfection. This system includes internal interaction factors and external environmental impact feedback system, which can better help the development of university government procurement, and provide high-quality service guarantee for teaching and scientific research.
