摘要
PPP模式在我国保障房建设中已得到较为广泛应用,但主体和程序仍有待规范。试从PPP模式的特征出发,针对保障房PPP项目现状中存在的问题,提出了增强PPP模式应用于保障房建设的适用性的建议和对策。该研究对于促进保障房建设PPP模式的适用性和规范化,提升公共产品和服务供给的规模与效率,推动政府管理创新改革提供了理论和实践参考。
PPP mode has been widely used in affordable housing construction in China, but its executor and procedure still need to be standardized. Inlight of the characteristics of PPP mode, this paper puts forward some suggestions and countermeasures to enhance the applicability of PPP mode for affordable housing construction. This study provides theoretical and practical reference for promoting the applicability and standardization of PPP model of affordable housing construction, improving the scale and efficiency of public goods and services supply, and promoting the innovation and reform of government management.
