机构改革背景下存量用地开发趋势分析——以深圳市为例 被引量:5

摘要 深圳市存量用地开发的政策工具众多,但一直存在政出多门,各自为政,既相互交叉,又相互竞争的局面。城市更新与土地整备作为深圳市存量用地开发“两驾马车”是解决深圳空间资源紧缺的主要手段。2019年,在国家自然资源资产管理体制改革大背景下,深圳市规划国土海洋管理进行重大调整,两大存量开发工具主管机构进行了合并,标志着深圳市两大主要存量开发政策工具全面融合、共同推进的局面已经形成。文章通过分析两者的发展与起源、利益调节机制、适用的范围及存在困境,结合现有大环境、大趋势,为破解存量用地开发难题提出意见与建议。 There are many policy tools for the development of the stock land in Shenzhen, but it has always been a difficult situation that the policy tools overlap and conflict between each other, because each department acting on its own. Urban renewal and land readjustment, as the "two carriages" for the development of stock land, are the main measures to solve the shortage of land space resources in Shenzhen. In 2019, under the background of the reform of the national natural resources assets management system, Shenzhen bureau of planning land and oceanic administration has made significant readjustments, and the administrations in charge of the two tools of stock land have been merged, therefore the two main development policy tools of stock land in Shenzhen have been fully integrated and jointly promoted. For providing the solutions of development of stock land, this paper analyzes the two tools’ development and origin, the interest adjustment mechanism, applicable scope and current dilemma, and general environment and trend.
