摘要
目的:基于政策文本,分析京沪两地政府妇幼保健投入的落实程度,比较其差异,并论证其重要意义。方法:系统收集1999~2017年所有涉及京沪两地妇幼工作公开相关政策文件,量化政府投入可落实程度。结果:2017年,两地政策文本中政府投入可落实程度为66.67%,但财力部门职责量化考核性制度尚未形成,政府投入执行力还需加强。结论:政府对财力保障部门的筹资职责缺乏考核制度性要求会影响政府投入执行力;妇幼保健领域投入机制要做到有效落实,财力部门必须能够有效执行投入机制规定。
Objective To analyze the implementation of governmental input on maternal and children care and its differences between Beijing and Shanghai, and evaluate its significance from the perspective of policy documents. Methods The public policy documents on maternal and children care in Beijing and Shanghai from 1999 to 2017 were collected to quantify the degree of implementation of governmental input. Results The rate of implementation of governmental input was 66.67% in 2017. While the quantitative responsibility assessment system of financial sectors had not yet been formed. And the execution of governmental input needed to be strengthened. Conclusion The absence of institutional assessment can influence the execution of governmental input. The input mechanism must be effectively implemented by health institutions and financial sectors.
