2017年贵州省3项食品安全地方标准跟踪评价结果分析

摘要 目的了解《食品安全地方标准(贵州腊肉、代用茶、水果味月饼)》的落实执行情况,分析执行中存在的问题,提出标准修订的相关建议。方法2017年8月1日—2018年11月30日采用问卷调查(包括调查对象基本信息、标准整体执行或使用情况、建议等方面),现场调查(包括对生产企业、销售企业开展现场调查或座谈会);各市州召集卫生、食药监、工商、质监、农业等省、市(州)、县级食品安全监管、检测机构的相关人员、专家召开讨论会、专家咨询等方式开展跟踪评价。结果2017年8月—2018年11月,共发放调查问卷200份,回收有效调查问卷193份。标准整体框架设置合理,但发现该3项标准在执行过程中存在标准说明不是太明确,在前处理过程中方法选择性单一,严格水分要求等问题。结论随着生产技术的发展和相关国家标准的颁布,根据标准的科学性、适宜性和可操作性要求,该3项标准部分条款需要修订完善,同时需要进一步加强标准的宣贯培训。 Objective To get informed about the enforcement of“The regional food safety standard -guizhou bacon,substitute of tea,fruity moon cake”, to analyse the problems concerning its implementation, to propose suggestions for the revision of standards. Methods From August 1, 2017 to November 30, 2018, questionnaire survey (including basic information of respondents, overall implementation or use of standards, Suggestions, etc.) will be conducted and on-site survey (including on-site survey or symposium on production and sales enterprises) will be conducted. Each city or state convenes the health, food and drug supervision, industry and commerce, quality supervision, agriculture and other provinces, cities (prefectures), county level food safety supervision and testing institutions, relevant personnel, experts to hold seminars, expert consultation and other ways to carry out follow-up evaluation. Results A total of 200 questionnaires were distributed ,based on 193 copies valid questionnaires retrieved from the survey from August 2017 to November 2018. It was found that the implementation of this standard in the standard description was not too clear, the method selectivity was single in the pre-processing process and strict moisture requirements Conclusion According to scientific, feasibility and operability of the requirements for the standards, with the development of production technology and the promulgation of the relevant national standards, parts of standards need to be revised and training programs are needed their publicity and enforcement.
