城乡融合发展的政治经济学逻辑——以新中国70年的发展为考察

Logic of Political Economics in the Development of Urban and Rural Integration——An investigation on the Development of New China in the past 70 years

新中国成立以来,基于建立先进工业国的要求,我国逐渐形成了"以农助工、以乡养城"的城乡关系格局。改革开放以后,随着社会主义市场经济体制建立,城乡关系发展进入利好期,但城乡二元体制的阻隔并未得到根本破解。建立在历史唯物主义基础上,梳理新中国成立70年城乡关系演进的历史,可以总结出城乡融合发展的致思理路:始终以人民为中心,坚持一切从实际出发。中国发展进入新时代,基于生产力水平提升,我国适时提出"建立健全城乡融合发展体制机制和政策体系",但不平衡不充分的发展成为影响人民对美好生活需要的制约因素。鉴于此,城乡融合发展的现实举措应包括:以新发展理念为指引,培育城乡融合发展先行区;以协调推进两大战略为抓手,共创城乡融合发展新路径;破解体制机制性障碍,创建城乡融合发展的制度政策环境。

Since the founding of the People’s Republic of China, based on the requirements of establishing an advanced industrial country, China has gradually formed the urban-rural relationship pattern of "agriculture supporting industry and rural raising city". After the reform and opening up, with the establishment of the socialist market economic system, the development of urban-rural relations has entered a positive period, but the barrier between urban and rural dual system has not been fundamentally solved. Based on historical materialism and combing the evolution of urban-rural relations in the 70 years since the founding of the People’s Republic of China, the theoretical path of the development of urban and rural integration can be concluded that people are always the center and everything is based on reality. China’s development has entered a new era. With the improvement of the productivity level, China has put forward the"establishment and improvement of the system, mechanism and policy system of integrated urban and rural development"in due course.However, unbalanced and inadequate development has become a limit affecting people’s needs for a better life. In view of this, the article puts forward practical measures for integrated urban and rural development,such as taking the new development concept as the guide and cultivating the pioneering zone for the development urban and rural integration;coordinating and promoting the two major strategies and create new path for the development of urban and rural integration;breaking barriers of systems and mechanisms and creating institutional policy environment for the development of urban and rural integration.
