中欧班列开行与连云港跨境商贸发展研究

A Study on China Railway Express to Europe and the Development of Cross-border Trade in Lianyungang

中欧班列是我国“一带一路”建设的黄金品牌项目,自开行至2018年,开行数量业已突破万列关口。在中欧班列开行的主要节点城市中,国际物流与跨境贸易的完美融合,带来了班列开行的倍增效益和溢出成果,也较好地契合了地方经济的发展。连云港作为国家“一带一路”交汇点城市,也是我国中欧班列开行的明星城市,特别是中哈物流基地、上合组织物流园等项目已经成为国家“一带一路”建设的标杆项目。目前,连云港应积极借力中欧班列的品牌效应,全面落实国家自贸区建设,大力推动港口枢纽功能和城市商贸功能的融合发展,因地施策,东西对进,内外并举,用足政策,精准发力,搭建我国长三角区域性的跨境商贸平台,努力构建“港口—城市—商贸—产业”一体化融合发展格局,建设实至名归、商贸兴旺的“一带一路”交汇点上的支点城市。

CR express to Europe is the gold-brand project in the construction of “The Belt and Road”. The operation number of the express has exceeded ten thousand since the start to 2018. The perfect integration of international logistics and cross-border trade has brought multiplier benefits and spillover results to the operation cities, and also well fit the development of local economy in the main node cities of CR express. As a national point city of “The Belt and Road”, Lianyungang is also the star city of CR express. The projects of China-Kazakhstan logistics base and Shanghai Cooperation Organization logistics base have become benchmark projects of “The Belt and Road” construction. At present, Lianyungang should actively take advantage of brand effect of CR express to Europe, fully implement national free-trade zone construction, vigorously promote the integration and development of hinge function of ports and the commerce function of cities, so as to set up a regional cross-border trade platform of Yangtze River Delta in our country, try to build the integrated development chain pattern of “Port-City-Trade-Industry”, and construct fulcrum city on “The Belt and Road” through implementing policies according to local situation, opening even wide up to the outside world in the direction of west and east, and accurately carrying out exact projects.
