摘要 随着农业设施规模扩大和形式多样化,一些不法企业和人员假冒农业设施之名,擅自改变农业用途,在耕地上违法违规建设“大棚房”等非农设施,造成农用地非农化乱象。因此提出利用地理信息系统、全球定位系统、数据加密等技术,结合以治理“大棚房”为重点的农业设施监管业务需求,构建农用设施监管系统。系统在辅助高效、便捷开展农业设施管理,提高农业设施监管工作质量和水平方面有一定的实用价值。 With the expansion of the scale and diversification of the forms of agricultural facilities,some illegal enterprises and personnel,under the name of agricultural facilities,changed their agricultural uses without authorization and illegally constructed non-agricultural facilities such as “greenhouses” on cultivated land,resulting in the chaos of non-agricultural land use. Therefore,it is proposed to construct a monitoring system for agricultural facilities by utilizing technologies such as geographic information system,global positioning system,data encryption and other technologies,combining with the business needs of agricultural facilities supervision focusing on “greenhouse” governance. The system has certain practical value in assisting efficient and convenient management of agricultural facilities and improving the quality and level of supervision of agricultural facilities.
