法治型体育反腐模式下公众参与研究

Research on Public Participation in Anti-corruption in the Rule of Law Model of Sports

法治型体育反腐模式是体育法治目标在体育反腐领域的具体实践,它要求在法律范围内按照法律规定和法定程序开展反腐败工作。同时,该模式注重吸纳公众参与,充分发挥社会公众的作用。但目前公众参与方面存在不足,主要表现为公众参与意识不强、参与能力不足、参与渠道较少、参与机制不畅、社会团体作用较弱等。弥补这些不足,需要综合采取完善措施:增强公众参与意识、提高公众参与能力、拓展公众参与渠道、完善公众参与机制、发挥社会团体的作用等。充分发挥公众参与和法治型体育反腐模式之间相互影响和相互作用的张力,提高公众参与的制度化、组织化水平,为法制建设中体育反腐模式的巩固提供制度保障。

The rule of law sports anti-corruption model is the specific practice of sports rule of law in the field of sports anti-corruption,which requires anti-corruption work to be carried out within the scope of the law in accordance with legal provisions and legal procedures.At the same time,the model focuses on attracting public participation and giving full play to the role of the public.However,there are some shortcomings in the current public participation,mainly manifested in the lack of public participation awareness,insufficient ability to participate,fewer participation channels,poor participation mechanisms,and weak role of social groups.To make up for these shortcomings,we need to take comprehensive measures to raise the awareness of public participation,improve the ability of public participation,expand public participation channels,and perfect the public participation mechanism as well as give play to the role of social groups.We should give full play to the tension of mutual influence and interaction between the public participation and the rule of law sports anti-corruption model,improve the level of institutionalization and organization of public participation,so as to provide institutional guarantee for the consolidation of the anti-corruption model of sports in the construction of the legal system.
