武汉市轨道交通项目节能审查工作问题研究及建议

摘要 随着政府简政放权力度不断增大,武汉市节能审查相关制度也进行了优化调整,方便了企业项目的投资建设。结合当前实际工作,经过分析评价,可以发现武汉市级审批的轨道交通类投资项目中短距离的扩建项目能源消耗水平,受项目前期车型、班次以及目前设备的节能水平等的限制和约束,节能潜力有限,建议放入不单独节能审查的行业目录。同时由于标准针对性不足、相关行业数据缺少,目前节能报告中采用的轨道交通站台通风空调系统供冷负荷设计标准过于简单统一,没有综合考虑周边的商业化程度、交通需求等因素,不利于项目建成后的节能运行。 With the increasing intensity of government decentralization, the relevant systems of energy conservation review in Wuhan have also been optimized and adjusted, which facilitates many projects investment.In practical work, it’s clear that the energy saving potential in the short metro projects is limited by the selection of existing project vehicles, shifts and the current technical level of equipment. So it’s recommended to be included in the industry catalogue without separate energy conservation review. At the same time, due to the lack of strong pertinence standards and the energy consumption data, the project design for cooling isn’t so scientific, without consideration of the surrounding commercial level, traffic demands and other factors, which is unfavorable for the energy saving operation.
