中国（浙江）自由贸易试验区综合执法监管体系完善研究

On the Improvement of the Regulatory System of the Integrated Law Enforcement in China(Zhejiang) Pilot Free Trade Zone

搞好自由贸易试验区综合执法监管体系建设,对于推动政府职能从事前审批向事中事后监管转变以及营造法治、便利、高效的营商环境具有重要意义。作为以推动油品全产业链投资便利化和贸易自由化为主要任务的群岛型自由贸易试验区,浙江自由贸易试验区在综合执法监管上面临着自身特有的问题和挑战。为此本文从浙江自由贸易试验区的实际情况出发,在总结和借鉴国内其它自由贸易试验区综合执法监管成功做法的基础上,从健全综合执法分类体系、理顺综合执法监管职责、创新油品联合执法形式、强化综合执法监管保障等方面提出了针对性的具体措施。

It is of great significance to do well in the construction of the regulatory system of integrated law enforcement in the pilot free trade zone for the promotion of the government functions to change from the pre-examination and approval to the mid-and-post regulation as well as for the creation of a legal, convenient and efficient environment of business. Zhejiang Pilot Free Trade Zone, as an archipelago-type pilot free trade zone with the main task of promoting investment facilitation and trade liberalization in the whole oil product industry chain, is faced with both unique problems and challenges of its own in the regulatory system of integrated law enforcement. Therefore, this paper puts forward some targeted specific measures from such aspects as improving the classification system of integrated law enforcement, straightening out the responsibilities of the regulation of the integrated law enforcement, innovating the forms of joint law enforcement of oil products, and intensifying the guarantee of the regulation of integrated law enforcement, so on and so forth, based on the actual situation of Zhejiang Pilot Free Trade Zone and by summarizing and drawing lessons from the successful practices of the regulation of integrated law enforcement in other domestic pilot free trade zones.
