治理理论在边疆治理中的适用性及其限度——基于工具理性与价值理性的分析

Applicability and Limitation of the Governance Theory in Borderland Governance —— Analysis Based on Instrumental Rationality and Value Rationality

随着治理理念的风靡与引介,起源于西方社会的治理理论被用于分析诸多领域的实践,作为国家治理特殊领域的边疆治理也将治理理论作为其重要的理论资源。治理理论强调的多元治理主体、协同共治等体现其工具理性的主张有助于增强边疆治理的成效,但是对政府作用的质疑与限制所呈现出的价值理性则使其难以符合并达成边疆治理的目标。治理理论所表现出来的工具理性与价值理性的割裂使其在边疆治理领域既有一定的适用性但同时也存在限度。理解边疆治理应该将之置于国家治理现代化的视野与路径中,加强制度建设,以制度理性推进边疆治理的现代化。

With the popularization and introduction of the concept of governance,the theory of governance originating in Western society has been applied to analyze the practice in many fields.And borderland governance as the special area of national governance also takes this theory as an important theoretical resource.The propositions of multi-subject and cooperative governance of the theory,which reflects its instrumental rationality,help to improve the effectiveness of border governance,but its doubts and restrictions on the role of government make it difficult to conform to and achieve the goal of frontier governance.The separation of instrumental rationality and value rationality showed by the theory makes it has certain applicability in the frontier governance field but also has limits.To understand the border governance,we should put it in the vision and path of the modernization of national governance and strengthen institutional construction to advance the modernization of border governance in a rational way.
