摘要
目的了解2014—2016年山东省卫生监督人力资源配置现状及其公平性。方法采用描述性分析、洛伦兹曲线、基尼系数及卫生资源密度指数(HRDI)进行公平性分析与评价。结果山东省卫生监督人力资源总量呈上升趋势,但配置数量仍然不足;除其他技术人员外,以45~54岁年龄段人员为主;专科及以上学历占比较高,机构基本合理;各类卫生监督人力资源按人口分布的洛伦兹曲线优于按地理分布,其他技术人员配置公平性最差;卫生监督人力资源按人口分布和按地理分布的基尼系数,除其他技术人员外,均处于配置基本公平状态;卫生监督人力资源配置地域间差异明显。结论山东省卫生监督人力资源总量呈上升趋势,但配置数量不足,公平性有待提高,卫生监督人员结构需要进一步优化,各类型人员按人口分布优于按地理分布。
OBJECTIVE To understand the current situation and equity of human resources allocation in health supervision in Shandong Province from 2014 to 2016. METHODS Using descriptive analysis,Lorentz curve,Gini coefficient and health resource density index (HRDI)to conduct equity analysis and evaluation. RESULTS The total amount of human resources in the health supervision of Shandong Province was on the rise,but the number of allocations was still insufficient. Except for other technicians,the 45~54 age group was the mainstay;the junior college degree or above was relatively high,and the academic institutions were basically reasonable;the health su pervision human resources were better than the geographical distribution of the Lorenz curve according to the population distribution,and the other technicians had the worst fairness;the health supervision human resources were divided according to the population distribution and the geographical distribution of the Gini coefficient,among other technologies. Outside the staff,they were all in a basic fair state;the health supervision had a clear regional difference in human resource allocation. CONCLUSION The total amount of human resources in the health supervision of Shandong Province was on the rise,but the number of allocations was insufficient. The equity needed to be im proved,and the structure of health supervision personnel needed to be further optimized. The distribution of various types of personnel was better than geographical distribution.
