Brief Analysis of Proposals for Amendment of Appendices Ⅰ and Ⅱ of CITES Between 1976 and 2019

向CITES缔约国大会提交提案,是缔约国修改CITES附录Ⅰ和附录Ⅱ的必经程序。CITES公约已经成为重要的国际政治舞台,同时也是缔约国的国内政策转化为CITES全球性政策的重要方式。分析各缔约国向CITES缔约国大会提交提案数据,对了解CITES缔约国大会运作机制、探索我国参与全球野生动物保护治理体系的途径具有一定价值。

Submitting amendments to Appendices Ⅰ and Ⅱ to the Secretariat and having these amendments adopted by the Conference of the Parties is the essential process for amending the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).CITES has become an important stage for international politics,large countries convert their domestic wildlife protection policies into international policies in line with submitting the amendments to the Conference of the Parities.Therefore,analysis of the data of proposals submitted by the parties would be useful for understanding the operation mechanism of Party Conference of CITES and explore avenues for China s participating global wildlife conservation and governance.
