Dealing with the relationship between the government and the market is the fundamental requirement for promoting the high quality development of China’s economy and society. Through the analysis of the relationship between the government and the market since the 18 th National Congress of the Communist Party of China, this paper proposes that building a relationship between an effective government and an effective market is the fundamental way to handle the relationship between the government and the market. In order to build a relationship between an effective government and an effective market, in addition to good guiding ideology and scientific institutional guarantees, it is necessary to resort to new technologies and new methods such as big data.In the era of big data, making full use of the role of big data, we can build an effective government and an effective market more efficiently, improve the relationship between effective government and an effective market, and thus better promote China’s economic and social quality development. Through correct guiding ideology, scientific institutional guarantee, big data and other new technologies and methods, the organic fusion of "idea-institution-technology" is formed, and a good relationship between effective government and effective market is built.
