On the Demand, Mechanism and Strategy of Applying Social Work to Community Governance

社区治理的过程实质上就是一个服务社区居民、协调社区利益、为社区提供多元服务的过程。这与社会工作助人自助,服务社会的专业理念不谋而合,这是社会工作参与社区治理的逻辑起点。社会工作参与社区治理,可以有效的实现社区治理的“善治”和“共治”。基于社区治理创新和转型的现实要求,需要从优化理念、资源整合、体制嵌入三个维度推进塑造社区共治共享氛围、完善社区协商衔接机制、进而拓宽社会工作参与途径。

The process of community governance is essentially that of serving community residents, coordinating community interests, and providing diverse services to the community. This coincides with the professional concept of social work-helping people to help themselves and serving the society. This is the logical starting point for applying social work to community governance. The application of social work to community governance can effectively achieve “good governance” and “co-governance” of community governance. Based on the realistic requirements of community governance s innovation and transformation, this paper points out that it is necessary to promote and shape the shared atmosphere of community governance, improve the coordination mechanism of community consultation, and broaden the application channels of social work from three dimensions including concept optimization, resource integration and system embedding.
