高质量发展背景下医学科研绩效评价概念框架研究

Conceptual Framework of Medical Research Performance Evaluation under Background of High Quality Development

目的探讨建立以高质量发展、构建研究型医疗机构为目的的医学科研绩效评估概念框架。方法基于文献分析、专家论证等方式,以产出评价为重点,构建医学科研绩效评估概念框架。结果加强对医学科研绩效进行科学评估,有利于激发医学科研人员积极参与创新的热情,有利于促进医学科研工作的健康可持续发展。基于中国医学科学院心血管疾病国家重点实验室的实践进展,横向上从科研投入、科研产出、科研平台、科研开发与成果转化4个维度,纵向上从数量和质量层面构建医学科研绩效评估概念框架。结论推进医学科研的高质量发展,需以科研绩效评估为工具,以促进科研对医学技术发展的促进作用,提高医务科研人员积极性的同时,提升医学科研机构的可持续发展。

Objective To establish a conceptual framework for evaluating the performance of medical research with the purpose to build high-quality development and research-oriented medical institutions' construction.Methods The conceptual framework of performance evaluation of medical scientific research was constructed based on literature analysis,expert demonstration and output evaluation.Results Strengthening scientific evaluation of medical research performance was conducive to arousing the enthusiasm of medical researchers,promoting the development of healthy and medical research work.Based on the practice progress of the State Key Laboratory of Cardiovascular Disease of the Chinese Academy of Medical Sciences,this study constructed a conceptual framework of performance evaluation of medical research from four dimensions,including scientific research input,output,platform as well as scientific research development and achievement transformation.Conclusion To promote the high-quality development of medical scientific research,it is necessary to use the evaluation of scientific research performance as a tool,which could promote the role of scientific research in promoting the development of medical technology,improve the enthusiasm of medical researchers,and promote the sustainable development of medical scientific research institutions.
