摘要
目的了解武汉市卫生人力资源配置现状,为武汉市卫生人力资源规划工作提供科学依据。方法利用构成比法描述武汉市卫生人力资源总体分布情况,利用基尼系数与洛伦兹曲线评价武汉市卫生人力资源配置公平性。结果截止2016年底,武汉市每千人口执业(助理)医师4.17人,每千人口注册护士5.89人,医护比1∶1.41,床护比1∶0.56。执业(助理)医师和注册护士分别占卫生技术人员的35.32%和49.97%。卫生人力资源按人口分布基尼系数介于0.3~0.5之间,卫生人力资源按地理分布基尼系数介于0.7~0.9之间。结论武汉市卫生人力资源配置存在按地理分布配置高度不公平、注册护士配置公平性欠佳、医护比失衡等问题,应引起卫生决策者的关注和重视。
Objective To acknowledge the current situation of health human resources allocation in Wuhan,and provide scientific basis for health human resources plan.Methods The method of constituent ratio was used to describe the overall distribution of health human resources,and Gini coefficient and Lorenz curve were used to evaluate the equity of health human resources allocation in Wuhan.Results By the end of 2016,there were 4.17 certified doctors(assistant doctors)per 1 000 people in Wuhan.There were 5.89 registered nurses per 1 000 people in Wuhan.The ratio of doctors to nurses was 1∶1.41,and the ratio of beds to nurses was 1∶0.56.The certified doctors(assistant doctors)and registered nurses accounted for 35.32% and 49.97% of health technicians,respectively.The Gini coefficient of the population distribution was between 0.3 and 0.5,and the Gini coefficient of the geographical area distribution was between 0.7 and 0.9.Conclusion The problems with the Wuhan health human resources allocation need to be noticed,such as the great unfairness in geography area distribution,the unfair distribution of registered nurses,the imbalance of doctors and nurses.
