居民主观视角下的低碳试点城市政策绩效评价——基于保定市的调查

Policy Performance Evaluation of the First Low-carbon Pilot Cities from the Subjective Perspective of Residents Based on the Survey of Baoding City

以中国首批低碳试点城市保定市为研究对象,基于居民的主观感知,从需求评估、过程评估及效果评估等三大维度对保定市低碳试点政策效果进行评价。调查结果表明,低碳试点以来,保定市在推进城市低碳发展理念的公众认知、加大规制型及社会型低碳政策实施力度、促进低碳政策法规执行的公平与公正性、增强低碳政策实施的生态环境、经济发展、社会文化效果等方面取得了一定的政策绩效;然而,居民对城市低碳政策的工具手段、个人角色界定、关注程度等认知水平有待进一步提升,经济激励型政策工具的运用有待进一步完善与增强,政策执行过程中存在信息不畅及监督过程缺位现象,居民对城市低碳建设的需求与政府关注的工作重点有一定差距,低碳政策的生态环境、经济发展、社会文化效果有待进一步增强。

This paper takes Baoding, one of the first low-carbon pilot cities in China, as the research object, a questionnaire containing three evaluation contents, namely, demand assessment, process assessment and effect assessment that is designed to study the public's subjective evaluation of the implementation effect of low-carbon pilot policies in pilot cities. Results show that the first pilot cities have obtained certain achievements in promoting public awareness of low carbon development concept, strengthening regulation and social low carbon policy enforcement, promotion of justice and fairness of the low carbon policy enforcement, improvement of the ecological environment, economic development and social and cultural impact of implementing low-carbon policies. However, the residents' awareness of the significance, content, tools and means of urban low-carbon policies, personal role definition and degree of concern need to be further improved, there is a lack of information and supervision process in the course of policy implementation, there is a certain gap between residents' demand for low-carbon urban construction and the focus of the government, the ecological environment, economic development and social and cultural effects of low-carbon policies need to be further enhanced. In view of the above problems, the corresponding countermeasures and suggestions are put forward.
