我国地方终身教育立法比较及对南京市终身教育立法的启示

A Comparative Study on the Legislation of Lifelong Education in China and Its Enlightenment to the Legislation of Lifelong Education in Nanjing

通过对国内已颁布的有关终身教育地方性法律文件进行梳理,分别从地方终身教育条例(法律)结构形式的总则及内容任务、组织实施、保障措施、监督管理、法律责任等方面的共性与差异进行全面比较与分析,为南京市终身教育立法提供可借鉴的经验、可选择的路径和可规避的风险等启示。

By combing the local legal documents on lifelong education promulgated in China, this paper makes a comprehensive comparison and analysis on the general principles and contents, organization and implementation, safeguard measures, supervision and management, legal liability, and so on. It provides enlightenment on reference experience, shortcuts and evasive problems for Nanjing lifelong education legislation.
