城市管理综合执法改革的法治进路

The Rule of Law Approach on Comprehensive Law Enforcement Reform of Urban Management

经过二十多年的发展,城市管理改革取得较为丰硕的成果。但改革和发展中也暴露出诸多问题和矛盾,影响了城市管理水平的提升。2015年12月,党中央、国务院对城市管理体制改革提出指导性意见,明确了综合执法改革的方向。城市管理综合执法改革需要回应社会关切问题,需要解决实践中存在的矛盾。在社会治理创新背景下,秉承法治思维,运用法治手段,以法律保障城市管理综合执法改革顺利进行,理顺各类关系,走法治化改革之路,是破解矛盾、解决问题的最优化选择。

The reform of urban management has achieved fruitful results after more than 20 years of development.However,many problems and contradictions were exposed in the process of reform and development,which affected the improvement of urban management level.In December 2015,the CPC Central Committee and the State Council put forward guiding opinions on the reform of urban management system,and made clear the direction of comprehensive law enforcement reform.In the comprehensive law enforcement reform of urban management,we need to respond to social concerns and solve the contradictions in practice.Under the background of social governance innovation,adhering to the rule of law thinking,using the rule of law,ensuring the smooth progress of comprehensive urban management enforcement reform by law,straightening all kinds of relations and following the path of law-based reform are the best choice to solve contradictions and problems.
