“一带一路”沿线地区土地荒漠化国际治理与合作——现状、问题以及路径

International Governance and Cooperation on Land Desertification along the Belt and Road Initiative Regions :Current Situation,Problems and Paths

土地荒漠化不仅对当地居民的日常生活有巨大危害,而且还会影响地区的经济活动与交通运输。由于"一带一路"沿线地区本身的地理和气候条件,加上近年来过度的人类活动导致这些地区的土地沙化严重、沙尘暴频繁发生。因为土地沙化和沙尘暴的影响范围不以国境线为界,所以土地荒漠化的国际治理是必要的。尽管,近年来我国与周边国家已经建立了一些相关的合作机制,也取得了一定成效,但是当前的治理模式仍然存在一些问题。所以,在分析近年来沿线地区国际治沙合作的基础上,本文认为通过重新理清超国家组织(国际机制)、国家、市场与社会在国际治沙中的关系,使得各参与主体之间形成良性互动,提升中国在地区环境治理中的工具性和话语性领导力,加快改善"一带一路"沿线的生态环境,携手丝路沿线国家共建"一带一路"绿色走廊。

Land desertification not only does great harm to the daily life of local residents, but also affects regional economic activities and transportation. Due to the geographical and climatic conditions of the area along the Belt and Road and the excessive human activities in recent years, the desertification of these areas is severe and sandstorms occur frequently. Because the scope of land desertification and sandstorms is not contained within national borders, international governance of land desertification is necessary. Although, in recent years, China has established some relevant cooperation mechanisms with neighboring countries and achieved certain outcomes, there are still some problems in the current governance model.Therefore, on the basis of analyzing the international sand control cooperation in the areas in recent years,this paper believes that by re-clearing the relationship among the supranational organization(international mechanism), the state, the market and the society in the international sand governance, the proper model in which participants interact smoothly are formed. Benign interactions will enhance China’s instrumental and discourse leadership in regional environmental governance, accelerate the improvement of the ecological environment along the Belt and Road regions as well as join the countries to build a One Belt, One Road green corridor.
