分配不平衡以及贫困问题是世界各国政府在国家治理过程中迫切关注的一个核心问题。理论和实践都表明,普惠金融的发展是帮助贫困人口通过获得金融服务摆脱贫困、增加收入从而降低其生活脆弱性的一个非常重要的手段和途径“。一带一路”沿线国家在发展普惠金融领域已经进行了很多尝试和探索,也形成了一些有代表性的符合本国国情的模式和经验。而“一带一路”倡议本身也为沿线发展中国家拓展普惠金融、促进国际经验交流提供了战略平台,为打造沿线国家共同繁荣发展的“命运共同体”提供了机遇。本文对“一带一路”沿线国家普惠金融发展模式进行了系统的梳理和总结,深入分析了这些发展模式的内在逻辑,以期为中国以及“一带一路”沿线国家未来普惠金融的发展提供有益的参考和借鉴。

The problem of imbalance in distribution and poverty is a core issue that governments around the world are paying close attention to in the process of national governance.Both theory and practice show that the de.velopment of inclusive finance is a very important means and method to help poor people get rid of poverty and in.crease their income to reduce their vulnerability to life.Countries along the“Belt and Road”have made many at.tempts and explorations in the development of inclusive finance,and have also formed some representative modes and experiences that were in line with their national conditions.The“Belt and Road”Initiative itself also provides a strategic platform for developing countries along the line to expand the development of inclusive finance and pro.mote the exchange of international experience,and provides an opportunity to build a“destiny community”for the common prosperity and development of countries along the line.This paper systematically combs and summarizes the development mode of inclusive finance along the“Belt and Road”countries,and deeply analyzes the internal logic of these development modes.These useful experiences can provide useful reference for the future development of inclusive finance for both China and countries along the“Belt and Road”.
