摘要
全租房制度是在朝鲜战争后韩国住房不足的特殊情况下产生的,经过多年的发展,法律保障逐步健全,也得到了人们的信赖。这种制度不仅促进了韩国住房租赁市场的发展,加快了资金的融通,同时也解决了流动人口的住房需求问题。在我国由于房屋承租人往往处于弱势地位,其在房屋租赁中的权益更易受到侵害。韩国在住房租赁市场的发展方面通过立法、税收优惠政策、政府积极干预房价、多方面供给房源等措施,全方位保障住房租赁市场的发展,其做法对我国住房租赁市场的完善具有一定的借鉴意义。

The practice has a certain reference significance for the improvement of China's housing rental market.
