京津冀协同发展背景下德州跨省域城市体系建设构想

Dezhou Provincial Urban System Construction across Hebei-Shandong Province Under the Background of the Coordinated Development of Beijing-Tianjin-Hebei

德州位于冀鲁两省交界处,在京津冀协同发展背景下,会成为“石家庄市—济南市”城镇链上的重要节点,因此前瞻性地以德州市为中心构建跨省域行政单元的城市体系就显得非常重要,尽快突破行政区划限制构建起以区域中心城市为核心的城市体系。在此过程中需要以德州市为中心形成“四层次”的辐聚状的城市体系发展格局,在冀鲁行政区划交界处,形成“吴桥县—宁津县”城镇团、“故城县—武城县”城镇团、景县城镇团、“平原县—陵城区”城镇团等,与德州市主城区高效互动。在每个城镇团内充分发挥乡镇中心地的作用,依托发展基础较好的乡镇中心地构建起三角形的鼎足发展格局,推进县域行政单元内全域城镇化水平提升。在构建城镇团过程中,县级中心地、乡镇中心地等都可以成为发展城市链的节点,沿城镇链在邻近的中心地之间发挥承接作用。

In each town, the town centre should playing full role, relying on the good development foundation town to build up the the triangle development pattern, promoting global urbanization level within the county administrative unit. In the process of constructing urban group, countyship center and the township center can all become the node of city chain, along the chain playing good role among the adjacent center.
