刑事执行一体化思想源自刑事一体化构想。现刑事执行一体化不仅成为我国刑事法学界的共识,而且成为党中央对司法体制改革顶层设计的应然部分。司法行政系统刑罚执行一体化是刑事执行一体化的应有之义和改革的必由之路。推进行刑一体化,必须有统一的行刑管理体制和一套完整的行刑工作机制来保证。通过行刑一体化体制机制构建,最终构建“党委领导、政府主导、建制规范、机制协调、体制保障、法律监督”的中国特色刑罚执行一体化工作格局。

Originated from the concept of criminal integration,criminal execution integration has not only become the consensus of the criminal law scholars in China,but also a part of the top-level design of the Party Central Committee over the judicial system reform. The integration of penalty execution in the judicial administrative system is the necessary way to criminal integration reform. To promote the execution integration,there must have a unified execution management system and a complete set of execution mechanisms. Through the construction of execution integration system,it is to finally build the working pattern of penalty execution integration with Chinese characteristics of the “party committee leadership,government dominant,establishment specification,mechanism coordination,system security and legal supervision”.
