摘要
为了加强人工影响天气火箭作业安全风险管控,运用安全管理原理和调查分析方法,从管理制度、作业人员、作业装置、火箭弹、作业环境、空域安全使用等环节进行安全风险隐患分析,提出防控对策措施与建议,以指导人工影响天气作业,杜绝发生责任性安全事故,提高作业效益。
In order to improve the security risk controlling in weather modification of rocket operation,using the safety controlling principle and investigation and analysis method,the security risk hidden in danger was analyzed via system rules,operating personnel,work installments,rocket projectiles,working environment,and safe air zone. The countermeasures and suggestions were proposed,which could instruct the weather modification operation,and decrease the artificial accident and improve the benefit of the operations in artificial weather modification.
